1. What Is Urban Renewal?
Urban renewal (kentsel dönüşüm) under Turkey's Law No. 6306 is the legal process of transforming earthquake-unsafe or economically obsolete buildings into modern, high-value structures. Following the 2023 building-code updates, the need for renewal has become more critical across much of Istanbul's pre-1999 building stock.
2. EKSA's Approach
EKSA's urban renewal approach is not a generic demolish-and-rebuild operation. Every renewal project is designed in deep dialogue with the site's historic fabric, architectural heritage and the expectations of co-owner stakeholders. 3. Process and Stages
3.1 Risk Assessment
Licensed institutions determine the structural risk of the building. The risky-building report is filed with the Ministry of Environment, Urbanisation and Climate Change.
3.2 Co-Owner Negotiations and Agreement
Transparent negotiations with co-owners are conducted. Priority unit selection in the new building, rent assistance and financial terms are clearly documented. The 2/3 majority requirement is met under the legal framework.
3.3 Design and Permits
Concept design, MEP engineering and structural projects are prepared together with independent architectural studios. Permit processes with the municipality and relevant institutions are completed.
3.4 Demolition and Reconstruction
Demolition is conducted with environmental safety priority. Reconstruction follows the latest seismic code, A+ energy class and high quality standards.
3.5 Handover and Beyond
Building maintenance and warranty service for 2 years after handover. Management plan and dues structure designed together with co-owners.
4. Co-Owner Rights
Under Law No. 6306 you are entitled to: free risk assessment, monthly rent assistance, subsidised renewal loans, priority unit selection in the new building, moving expense support and ongoing legal coordination. EKSA coordinates the correct and full exercise of these rights at every stage.

Risk assessment and co-ownership processes average 3–6 months, permits and demolition 3–6 months, reconstruction 18–30 months. Total typical range: 24–42 months.
How much rent assistance do co-owners receive?
Amounts are updated annually by the Ministry; paid regularly from vacancy until construction completion. Contact our sales office for current figures.
Will my unit size be preserved?
Depends on zoning and density. In many of our projects co-owners are entitled to select a unit equal to or larger than the original. Details negotiated per project.
